Come to think of it, I don't know what new features CS3 has over CS2.

I do know that it (finally) uses Universal code

To utilitize photoshop cs3 which is still only beta you will need to insert your customers serial number from your earlier creative suite product and find out for yourself.

If I'm not mistaken, customers who don't have a valid serial number can still download it but it will expire after a couple of days.

Back on topic. Suggestions, comments with regards to the orange plague are still welcome in the meantime I'm off to work. :p
