I wouldn't personally recommend it for three reasons:
1. It's at 0,0 on the page. That means it's the very first thing people see, even before a site logo. You'd be asking people to register on a site they haven't even seen yet, which is a bit illogical
2. IE uses a yellow bar to warn you of popups and downloads, firefox uses a similar one to warn you of popups. If I saw a yellow bar on a site I may think it was trying to spawn popups which is an instant reason to hit the back button. Granted, I would probably read the bar, but others may not
3. It simply says ~'you haven't registered, click here to do so.' The welcome message can fit a lot more useful info in. If you haven't got the welcome message then you don't tell people what your site offers, and if you do have the welcome message then you don't need the yellow bar
