Never mind, I figured it out, IPs are automatically blocked when a user is blocked with their respective IP.

You can also ban ip's from within your admincp->vBulletin Options

Ah that's what I was Looking for. So people were using some proxies, and I know what list their using, so I need to enter that list in to be blocked. Thanks.
