This is the basic idea of what I'm looking for:

A page on the site with an upload form. On the upload form, you can put the title, choose the filehosting site, and several other details. You upload the file through this page. Once it's uploaded, you are sent a PM on the site confirming your upload, and also, a link is posted in a forum (selected by uploader), with the thread title and all you chose earlier.

I don't know if it's possible to pull the download links off of the filehosting sites and so forth, so please let me know if it isn't. I'm willing to pay very well, price is negotiable.
