$10 for a simple admincp mod

this should be easy enough if its not maybe i can squeeze out a bit more cash we can discuss

this FYI section in the admincp, i want it how it was pre 3.5 - to only show up if there is something new that has not been dismissed by the user, when i say show up i mean i dont even want what is in the pic to be seen
