Default On Topic vs Off Topic postings

As we all know On Topic sites are what make a site "useful" and "informative and we all want to have as many On Topic threads/posts as we can. This helps in search engines, it helps to get information out there that people need, and it's probably why people come to your site.

But

Off Topic posts are what make a "community" and you need alot of these but in an area designated for that. You want people returning just for the chat over and over again.

So in the end I really wouldn't wouldn't worry about 1 anymore than the other as they kind of go hand in hand.. But which comes first? The chicken or the egg?
