Need help growing my forum...

well i have forum on about 4-5 months and got only 219 members that only about 15 of them are active...(barely)
i need to get more members and get them active ...

i got Hebrew forum so it's a problem... i saw a new music forum like mine is open'd and they got already 100 members in 1 day....
and a lot of active guys...

most of the times i'm getting members releasing my links with url to my forum

thats the only way i got to lure members to my forum...

i need more ideas....

i can update my forum with hacks... only because i can't save the file(txt,dat, or anyother)
with hebrew language(i translated from english).
it shows me strange unicode error.

thats my main problem i can't make the forum get update...

the forum is just dead... :\

you can even enter it and see how dead it is...
