I see this question a lot. And let me tell you it's sometimes easier said that done but there are ways to get those members active.

First and foremost you must have some activity on your site for these members to interact with. After that all you really need to do is poke the interest of these members by doing a few of the following.

1. Send out a newsletter covering a very debateable topic, maybe link it to a poll or a question that they can answer.

2. Start a contest, make it something simple like x amount of posts or x amount of referrals gets you Y.

3. Show them all your new features, especially the ones that you have worked hard to get or that your competition doesn't have.

Now all of this requires that you email all members to get the word out, if done in a tasteful way you can reap the benefits.
