It's a base link where all links that arn't absolute links (include the full url not just /images/buttons/reply.gif)adds the base link to it so if you added <base href="http://www.hello.com/forum"> then the link /images/buttons/reply.gif willl turn into http://www.hello.com/forum/images/buttons/reply.gif
