I have two questions if ya don't mind.

Question #1: On my board I allow my users to have up to 150x150 avatars. Is there a way to make the avatars only in the Welcome Panel hack smaller?

Question #2: Is there a way to display the avatars on the right side of the Navbar?

A) there is but it would make verything more complicated and i don't think it would be worth it...
B) easily just do a bit of template editing :p

I have the style Aria installed and when I install Welcome Panel, I have it twice the navbar, that of the style Aria of origin and the Welcome Panel.

How to have only Welcome Panel?

if you have the aria one then just remove the code, or don't use this hack...
