cant import the cp nav rules xml file. I keep getting "Invalid file " can anyone help. Bulletin 3.54 version. Thanks

I get this error :
Invalid SQL:
CREATE TABLE rules (
ruleid int(10) unsigned NOT NULL auto_increment,
title varchar(100) NOT NULL default '',
ruledata mediumtext NOT NULL,
PRIMARY KEY (ruleid)
) TYPE=MyISAM;

MySQL Error : Table 'rules' already exists
Error Number : 1050

I used to hav this rules in 3.0.x now wat should I do ?

Guess I am the dumb one. I cannot find the navbar template. I went under styles and temp. then chose edit templ. but what a I looking for, I see no navbar in there.
