Miscellaneous Hacks - Limit age registration

This file change allows you to set the minimum age required to register on your forum .
maybe you have an adult forum and only want adults ( 18 + ) to register.
of course you decide what age is minimum

if only there was a way to really stop underage kids, but unfotuantly is so easy to trick these systems
