To me, this sounds like a CVS system with images, and user notes. Seems like a simple mod to create. I myself would only tie in the user table, then base the permissions off it's own system. The reason I would do that way is that you would need to do way to many database structure changes to get this to fully run off the core vB system, also keeping it separate makes for a easier install and the adding updates.

If someone want to do some rough templates, I could write some code and the database scheme to tie it all together.

It's about 25% done at the moment Nova SEO is getting priority as we have many customers lined up to buy that along with Nova Portal but we'll squeeze in some hardcore coding on it sometime soon.
