User Credits to see/reply to threads

Is there anyone avaiable to make a hack to do the folowing?

Allow or not allow a user to reply to threads, by looking up it's credits.

Making a thread on forumID=3 would give 50 credits
Making a thread on forumID=4 would give 50 credits
Making a thread on forumID=5 would give 100 credits
Making a thread on forumID=6 would give 30 credits
Making a thread on forumID=7 would give 500 credits

When a user reply to any of that thread it should take 1/10 of the forumID thread credits

Making a thread on forumID=8 would give 1000 credits

When a user reply to any of that thread it should take 1/5 of the forumID thread credits

Something very interinsting would be that when a user reply to a thread, the credits taken would be given to the thread author.

I hope someone can do this to me

If you made it share it dont post saying I already have it thats not what the person making the request is looking for.
I could make this hack I guess but not sure when I would get around to it to be honest so not going to say I will. If im bored at some point in the future it may give me something to do.
