On phpnuke there was an option for members to post an announcement(shout) that showed at the top of whatever page you were on sitewide.It only appeared once.It had an option to allow only so many shouts per hour per member..On my site which is an online game, at times members need to get a site wide announcement out quick and this would be ideal...
Possibly with an option for members to turn it on or off.
