| | The requirement here is to be able to have members send emails to non-members (mostly authorities or government). The email recipient will be picked from a set of dropdowns, which will focus the user on the intended receipient, and the emails need to be vetted by admin.
The emails should will actually be sent from the bulletin board. The user can edit the text of the email or they could send a standard preformatted email immediately and still put their name and subject to it
