[REQ]Close new threads, but not new posts.

Would it be possible to modify the admincp -> forum manager, with an option that lets you turn on new threads, but allow new posts/replies. Working with 3.0.7, and I see the option that says

'Forum is Open (Set this to 'No' to prevent any new posts being made in this forum)'.

Yet I want replies to be made, just not new threads. As of now I am moderating the new threads, and denying them all, but thought it would be nice to see this as a hack

You have to set the forum permissions, i do this here for the Announcements forum.

Forum Permissions > Select your forum > Under the registred users > Can Post Threads > No

Is there a way I can set a certain forum to list alphabetlicly(only certain forums) from the admincp?
