Alan already made this hack PM Moderation
It work greate, except for 1 thing. When Super Mod and Mod aren't allow to Moderate PM, they still see the option (PM Moderation) in the modcp, that is not good. Since Alan is not support this Hack I hope someone will modify it a bit so when if Mod and Super Mod aren't allow to moderate PM then PM Moderation shouldn't appead in MODCP.

By the way ím just using this mod to monitor and spammer, I only use keyword filter.

I believe that you are supposed to add a bit field permission and then you can add a line to the nav xml file which bases it's visibility on that UGP.

I agree. A usergroup <if> statement should do the trick on the links in question.
