Only Mods Can Post Threads

I need a mod that will only alot Moderators post new threads. Let me explain.

I'm not talking about about Moderators (Usergroup), I'm refering to when you make a person a moderator of a specific forum. This was you don't worry about changing a member's usergroup or other forums access.
