Mods and SMods cannot Physically remove a post or thread

Hey all, I would like to have a Hack (or a simple fix) that would pervent mods and smods from physically removing a thread or post and the mod or smod that's deleting it must put down a reason why they're removing it. I couldn't find any options in ACP.

Reason? Because I would like to see why a mod or smod removed a thread or post and have the final say in it (or just keep it as a soft removed until the thread starter give me a good reason otherwise to restore it).

I'm almost certain its in the acp to allow just soft deletions not physical. I'll try and find the exact area later on but i think its under forum permissions or usergroups.

I alreadly looked all over the ACP and can't find it

So I know it has something to do with either a template edit or a hack creation (which adds an option in the ACP to either have that user group to physically remove the post/thread option on).
