Moderate Registrations From Certain IP Addresses

Hello

I'm looking For Hack if the user Have Already have account in the site and they get banned or just go regisiter with anther account .. they will be Moderate by the Admin the same idea of this hack

but also that have have alot of bug and it dont work when i try it with vB3.0.8.

anyone have chanse to make the same idea for vB3.5
