admincp ---> vbulletin options ---> image settings ---> Allow Image Size Checking Failure : no

Image Processing Library : GD

Image Verification Library : GD

Image Verification Font : (leave blank)

GD Version : (match detected)

ImageMagick Binary Path : (ignore)

ImageMagick Font : (ignore)

Generate PNG Thumbnails : yes

SAVE

THEN go to:

admincp ---> vbulletin options ---> user registration options ---> image verification: yes

SAVE

p.s. you can use ImageMagick instead of GD but it may not work, best try the GD first.....
