How to separate Sticky

I am using VB 3.0.7 and wanted to put a broad line right under sticky to separate them from the regular posts. I have also attach a picture of what i want to do. Could someone please assist me step by step to help set my forum up like that. Thanks in advance.

This is just a guess so it may not work.
I have my vbulletin on my other PC and my mom's doing some stuff to it.

Find the template for stickies.
It'll most likely start with <tr> and end in </tr>
After the last </tr> put
