You can't view them in the admincp, you'll need to open up phpMyAdmin for that ;).

Simply take a look at the 'pmtext' table.

there's a script that does the same thing though, I can't give it to you for one reason: I don't have it because I think users should have privacy

There's been a debate about the morality of such a hack since the first one came out for vb 3.0.* (probably before that). I didn't read the thread (I can't even find it now) but I think it went on for 600 replies or so last time I looked - which was a long time ago.
The hack is out there regardless of people's opinions. To me, it's up to the admins whether they want to install it or not. I don't think it's anyone's place to impose their beliefs onto anyone else. I know the argument is about protecting users who may not realise their PMs can be read, but to be perfectly honest, users must realise the messages have to be stored somehow and thus they are likely to be accessible.

That in mind, hgla: http://www.vbulletin.org/forum/showthread.php?t=91369 lets you read PMs, though it doesn't format them very well.

I don't use the hack myself, but with the world the way it is right now, with terrorism and all, I can see a good use for it on some forums.

I think it should be used only and only in cases were the law is concerned.

I'm confused. You want to read PMs because of people apparently spamming but if you don't know how to edit config.php, which means:
- Someone else set up the board and you've taken it over without really know how it works.
- It's not your board that you want to read PMs on.

- I've missed something somewhere

In any case, the vB docs are available to view and give you an idea how to install vB (which covers config.php) and use various aspects of it.
You can find them here: http://www.vbulletin.com/docs/html/
