I don't understand what you are looking for...

This hack book the upload of every member, by example, you upload, a DivX of 700mo, and an other DivX of 680mo, in you're postbit, there the somme of the 2 upload ! The one is the somme since the register, the other, since the start of the mounth grace at UNIX_TIMESTAMP !

Thats pretty farstretched. The FTP server you use (glftpd would be best for this sort of thing if you wanted to try) would have to use MySQL to store information about who's uploading what and where etc then have a script on vbulletin pull it from the db. And thats just to start.
