Buy forum ownership %

Can someone create a hack of some sort that allows members to buy ownership of a forum in %. Payments are made via paypal.

Admin has the option to set/modify price of %.
Member has the option to sell his % to someone at his own price.

Also a little bar of how much % of the ownership has been bought by members//how much is still owned by admins.

lol I havnt got a clue. The origional idea was much longer. Before it was they must pay... £5 to be eligable to buy ect ect ...
