anyone can edit a user's post

Version: 3.6.x

Hack Category: Show Thread Enhancements

I'm wondering if it is possible to make a hack/mod so a targeted user's posts are editable by anyone with an account. But he cant edit any one elsses?

I want to pull a prank on a friend. And I want his post to be editable by anyone...but him self.

Is it possible?
