Is there any hack there to only allow signatures after member get X posts ?

Usergroup Promotions

Create another usergroup which is a duplicate of Registered Users. Edit the old Registered Users group so that they can't use signatures and then set-up a promotion between the two.

havent tried, but i believe vbseo signature conditionals may do this
