would someone make a hack that allow admin to create a disclaimer that force user to read and accept the disclaimer after login. If user accepted they can continue, if not they will force to logout or redirect to some where else.

Not sure about that mod but there is a mod that will require users to accept the rules before posting. I'm sure it could be modified to your needs I just don't have time at the moment.
