Default VBshout smilies dont work

Seen about 3 threads scattered around on this problem with no responses, so it is a rare glitch, apparently. The smilies in VBshout function properly putting the proper text in the shoutbox, BUT it only comes up as ascii, the smilies dont show. We have looked over the code, verified image path, tried chmod directory differently, all to no avail.

Any ideas?

Go to: ACP -> vBulletin Options -> User Profile Options -> Set:
Allow vB Code in Non Forum Specific Areas: Yes
Allow Smilies in Non Forum Specific Areas: Yes
Allow [IMG] Code in Non Forum Specific Areas: Yes

And see if that helps
