I have a complete skin in PSD, how do I extract it a part ???

If it's in Photoshop format, it's a just a graphic. It will take a great deal of work to develop it into a skin.

To extract a part you could either duplicate a layer to another file and then resize/crop it or just resize and crop the whole PSD.
