Usergroup help

For some reason when I make a custom usergroup and I set all the right permissions up, If I set a user to that custom usergroup and they login, It says they don't have permission to view any of the forums..

Why can't I make custom usergroups without this happening?

Please help, I'm very knew to all of this.

Make sure that they dont have one of the lower access usergroups as a secondary group?

I definitely made sure they didn't. This really sucks because I can't make any custom usergroups now.
