Major Help needed :(

i have my forum but when i want to do an announcement like the one below im not sure on how to do it or if anyone has made a mod for it

Basically i just want to have text with a picture next to it so it has to go in boxes doesnt it then you put the text in one box and you pic in the other and it shows u like in pic below

help is needed please
