Default Install vBulletin on my local computer

Is it possible to install vBulletin on localhost? I mean to run it without being connected to the internet. That would be very useful to me bacause I would like to "play" with templates and modify them, but as I am not an expert that would require me a lot of time.

If so can someone describe me, step by step, how this can be achived?

Thanks for your time!!!

Simply download XAMPP : http://www.apachefriends.org/en/xampp.html

Just download(free download) and install ... and everything is ready to use

I use Sokkit, which used to be phptriad. Same type of product, a all in one, Mysql / php / apache setup including phpmyadmin. You can try it here for 30 days http://www.sokkit.net/pragmacms/inde...main&cslot_1=2

Then I believe you need to purchase a license for 24.95 to continue use.

Well just tried Sokkit and I couldn't get it working no matter what I did. Kept on getting page can not be displayed as well as it just downloads a blank php page when you try to load something. It looks unprofessional and the help documents arn't finished. It's surprising they are selling it. Not to try XAMPP.. 90% downloaded xD. Oh no wait make that 95%.

Here is a question to someone who has used it: How do you change the size of the file that you can import to phpmyadmin. I tweaked php.ini but it still won't let me.
