is it possible to make this hack without IP check?

I want to have .htaccess sitewide security but I want to also
pull L/P's from the vBulletin user database so they don't have
to remember 2 sets of password and I don't have to spend my
time managing 2 membership systems.

I saw IP masking was in this one I don't want this so what would
I do differently?
