How to turn off the negative reputation power?

Go to your admin cp...then go to usergroups.....find the usergroup you wish to turn off and click edit.....scroll down to "user reputation permissions" Then select no for "can leave negative reputation"

You must do this for all usergroups you wish not to leave negative rep.
