Do you mean guests?

You can add a conditional like this:
You must first be a registered member to view any code.
the $vbulletin->userinfo array contains all the user data of the viewing user. A guest doesn't have a userid (its 0), you can use the above conditional to not make it show for guests (! means is not). ;)

So far as I know if you use global.php, you can't bypass that easily. You can probably hack the files to do a conditional check.

What will be going on the page you want to create?, there might be an easier way around it we could suggest.

Try making it so that guests can view the site but not threads and such, and you should be ok making another page.

Or, add an "else" to the "if" conditional? Inside of which, do a redirect? I have to say, the thread title with "ghost" in it really caught my eye... I couldn't wait to find out just what the user was asking .
