Help A Get a Error On User Grups

i get this message when i try to update
any funtion on the user grups...

Forbidden
You don't have permission to access /forums/admincp/usergroup.php on this server.

Additionally, a 404 Not Found error was encountered while trying to use an ErrorDocument to handle the request.

What are the current CHMOD permissions for that file? Also, do you get this problem when disabling hacks and plugins?

CHMOD is 644

when i try to enable and thisable staff form the user grups!!

any idea!!!

Change chmod to 777
