Although I set "Don't require click to active Quick Reply", the option "Quote message in reply?" is only available if users click "Reply to this message"

this isn't a bug with 3.6
it might be some hack you've installed ;)

It is a bug. Look down at the quick reply here. You can see the checkbox next to: Quote message in reply? is greyed out, now click on the activate click reply pic and it will become active.

i have a dozen 3.6 sites that i own, or work on,, no one has brought up this issue ;)
