try to disable mods & see if problem still remains.
It's looks as if some code is creating mysql connection but never frees the resources, resulting a hit to the mysql "max connections" at some point.

Also, you might want to contact your host about this. They should be able to increase your max connections.

I have some tables in my mysql db that were created by old mods that i don't even have installed right now, could that be ? I updated vbulletin a lot of times, i uninstall them like when i was using 3.6.8 and now i'm using 3.8.2. is there any possiblity of queries still there ?
