Creating POPUP LAYER

I'm trying to create a POPUP LAYER WINDOW to show my users instead of normal popup window, which is blocked by all browsers.
The code is working fine, window is cool ;)
I would like this window to appear every 15 minuts or only one time per session... is it possible? Because like this will open every time they click any link on the forum....

i am using now sticky note script from dynamic drive... very good!
