Changing the forum rules and welcome email

When you register you get that nice little box thats got the rules so to speak
"registration to this forum is free ....." etc
Where can i change the text in here to something of my own, to be specfic for my board?

Also the welcome email thats sent, how can i change that? cause id like to include some links to important threads and what not.

i believe it's all phrased just look around in the phrases..

Ok i found what im looking for but apparently there is no way to edit them.

wtf, you can customize everything else except this??

there is a way to edit them,

just type in the english translation and that's as good as editing them :p
