bypass htaccess for 1 file

Is there a way te exclude 1 file from htacces on a webserver? this because the user stats file is in the forum dir but the forum is on the root of the webserver and htacces is running on it. So is there a way to exclude 1 file?

if yes any one knows how or has a website with some info? tried google but nothing real usefull found
