When I post another, it changes the announcement title on the forum display.

How do I make two different links for 2 different announcements

if you post 2 announcements, then you should have 2 unique url's ?
I guess I don't understand what your asking

Well on the forum view, it only shows 1 link, with the title of the latest one. I want 2 links

There should be two links...

It's a setting in the admin panel;

vBulletin Options -> Forum Display Options (forumdisplay) -> Group Announcements -> Set to No and Save
