The first impression I get is that there's to much blue. Opting for a 3 colour usage system wouldn't be such a bad thing just so it breaks the style out a little and eliminates some of the blue. I suggest going with some soft subtle colours and maybe look at the colours your using and intergrate/implement them more wisely.

Visually, the style looks mediocre at best and it's not a style that really stands out from the crowd.

The flash banner is very distracting and could become annoying for people resulting in potential guests to turn away thus not registering. Flash images can give a forum a nice feel if done and implemented correctly though I would think about removing the one you have implemented below the banner.

Again with grievances, the scrolling text is extremely annoying to guests that may become members but turn away because of the "busy feeling" the forum has.

I also noticed you have some redundant code showing above the logo, you may want to look into that and rectify that.

Overall, The colour implementation isn't the best and the colours don't really compliment each other. So my advice would be to change some of the colours and possibly go with something less prominant and less busy which can give off a negative feel.
