Not so ridiculous as you may think. The designer takes the time in designing the image so I'm thinking from sitepoints point of view is that if the competition holder doesn't like it and makes the comment that he/she doesn't like it then it will save that designer time in further developing that design. no?

Good point Shelley

It takes a lot of time to make some of these designs, and the least that they can do is to tell you why they didn't like the design so that you can learn by those mistakes. That's why some designers will make a design and then post it in 5 different colors or settings. Designers aren't mind readers, and giving feedback is sometimes the best way for them to know what is on the competition holders mind

If the competition only has a few entries then I would agree - where a competition is popular and has loads of entries then it is impratical to expect comments on every entry.

It is also giving an advantage to late entrants as they can see the comments on early entries (assuming they can of course, or are they private).

Just to anwser that. It's not a matter of who has the advantage but what is best for the site and having the best man/woman for the task. You pay for the best available from the right person and you wouldn't expect anything less.
