Lightbulb Forum Home Enhancements - Scrolling Side Columns

Is it possible to create scrolling side columns that are compatible with FF as well as IE and any other browser in the market?

Has this been done already, if so, where can I find it?

I'm interested in scrolling an advertisement.

Can it be done using this format

Changingman layout | And All That Malarkey


The css for that scrolling column is included and free.

How can it be integrated with vbulletin to create a left side column that scrolls?
